Upgrade v12 — country intelligence layer

Generalises the depth standard set by the National HT Intelligence Platform — 43 fields per jurisdiction across 19 views — to every mission domain in every country. Strip the trafficking labels and the shape is the same for all 52 domains: headline metrics, sub-national units, corridors, actors, enforcement, prosecutions, legal framework, response capacity, vulnerability drivers, sources, and gaps.

Every table carries source_name, source_url and as_of. A country dashboard is a claim about a place; a figure that cannot say where it came from and when it was true does not render.
