Resolve ASN and country — fast path

The reference data is already loaded (886K netblock ranges, 906K geo ranges). What never finished is the resolution. The old resolver ran a range scan of ip_ranges once per row, 3.4 million times; on this host that resolves a sliver and the request dies. iptoasn ranges do not overlap, so sorting both sides by address turns the whole job into a single linear merge — each range is examined once, not once per address.
